Can not flash due to license

I have EFILive with FSP 1.2 datalogger/cable. I have programmed the PCM on my car many times. Recently, the tune software (V7.3.3 build 533) required me to couple my car to the cable again. I have only connected the cable to one car (same PCM and VIN). The PCM licensing shows two PCM 2EB3CT452316 and PCM 000000000000.

Current problem. The tune software will not flash the PCM until I license the cable to the PCM again. What am I doing wrong?:help2:
