Wont go PE when commanded E38

Does anyone know why this won't go into PE under about 80% throttle? It is an LQ9 bin supplied by Speartech with an E38 ecu/loom. Don't mind the weird injector flow, I am waiting for the new virtual VE E38 software as the VE table is miles off and I've used the Injector flow to get the LTFT into reasonable shape. Its running an L76. I tried al the PE values from a LS7 without any sucess.

There was no attachment, and the Virtual VE table release is out.
