can't get tps to 0%

I cannot seem to get the TPS to reset to 0%. I have tried unplugging it and leaving the key on for a minute or two but no luck. I did a search but came up empty, any ideas?

What is the voltage coming from the TPS? If it is too high it will not default to a zero.

that is what it was. I modified the tps (elongated the holes0 and still had high tps. I then closed my throttle screw till i was about 1%. I then reset to zero no problem. I proceeded to open it up to 1% again, then reset. I did this several times till I was where I needed to be.
