Can a person flash a new ECM with a toon file with the same OS?
The ECM was stolen and I had to buy a new one.

Should absolutely be possible. With most ECMs you can also perform a full flash and change the base OS.

How does one have their ECM stolen?

The car was wrecked and was bought from copart. Do I flash it and then do a vin change and then a vats relearn?

It is telling me that it is a loss of comunication with the ECM.

Are you using FlashScan V1 or V2...?

Which version and build (do Help->About)...?

Which PCM (does it have a label showing service number or part number)...?

This is a brandnew GM ECM. It has no tune yet
