conflicting flashscan license stuff

ok so when i try to register flash scan via the tuning tool it keeps giving me the " this device is scan only....." when the registration should be for flash and tune Comercial.

If you purchased a Scan and Tune but received a Scan Only unit by mistake, it can be upgraded via an activation code to a full San and Tune unit.

Please send your serial number to me at paul@efilive.com and also let me know where you purchased the unit (through EFILive's web site or from an EFILive reseller).

i tried re putting in my license stuff but i still get this

"The attached device is a Scan only device and cannot be used for re flashing. So no PCM licenses are displayed here."

i sent you a screen shot of it.
