Does anyone know what controller the HSV W427 uses??

The E40 is no longer used on any new vehicles.

Im pretty sure its because GM is using the E38s and E67s exclusively on 90% of their vehicles now, saves costs on having 5-8+ different ECMs. But thats just my guess, Ross might have a better explanation as he knows the internal code of the ECMs.
