A few tuners told us on later vehicles using the 1Mb PCM and ETC if they did not allow the shutdown of about 15 secs then the engine ran terrible on the next restart.
Keep in mind, the PCM does all it's house keeping when the IGN is turned off and after a reflash it has to do some serious house keeping!!.
Also, sometimes the PCM will write to the Flash chip on shutdown, GM have code to recover if that process did not finish (like the IGN turned back on), but I do recommend letting the timer run down. Though on a 512K PCM the shutdown time is about 6 - 7 seconds.

You could but I'd still count. I lose track of time very easily. :)

I usually find that by the time I have actually turned off the ignition, closed down the tuniung tool, started the scanning tool etc. that well above 15 seconds has passed. And I have a quick laptop too :D
