TPS reset
I have noticed that when my car is idling the throttle position is 0.4% which is causing issues with my idle. I think with the TPS reading 0.4% the car thinks the pedal has been depressed so then the car isn't using the idle tables anymore. I have done the TPS reset. (unplug the TPS, turn key on for about a minute, then plug the TPS back in) With the car not running the TPS reads 0% but when I start it it reads 0.4%. I have filed the holes in the TPS to give me more adjustment.
Is there any setting in EFILive that I can change to say anytime the TPS is less than 1% then the PCM should think the car is idling? If not then what are your suggestions for me?

I have seen several TPS's read 0.4% before. Try setting B0108 to 0.5% and see how you go.

I don't think thats really a problem. The TPS's are auto adjusted, to some degree, and the PCM has a certain window of percentage that it associates with idle. What kind of idle problem are you having?

mine frequently jumps between 0-0.4% with no ill side effect on idle.

The only other thing you can do is drill the hole in the throttle body blade so it's a little bigger. Then, close the blade with the set screw some.

John mine sees anywhere from .4-1.8 when idling
