Raising Shift Points?

I have been over the tune ten times and I can't figure out what is limiting me. Trying to set my WOT shift points at 3600. Something is limiting starting at about 3300-3400 RPM, then the truck will get to 3600 RPM and just hang. If I stay wide open it will eventually shift, if I pull just a little pedal it will shift as soon as I do so. I've changed the Pedal Position to Desired Torque to call for 812 at 90% and above, to utilize the 812 cells in the Torque Based Fuel. Figured it would give me a little more adjustability from the Main Injection PW table being able to use the 120 mm3 cells. At this point I've made changes that I'm not sure whether or not they needed or should have been changed. Any help is greatly appreciated.Attachment 22914Attachment 22915

what MPH are you at when it "hangs" or doesn't upshift?
