DSP5 not switching voltages

I installed the 02 OS in a buddy's '01 truck. Now he installed a DSP5 switch. We've been having trouble getting voltage on the switch. He's checked, double checked and even now tripple checked the pins on the ECM. They are seated and in the correct positions. I checked the switch and the resistor values are correct and they switch properly. I did notice the resistance from the ECM pin to ground is about 80ohms. Is this correct?

After the 3rd time rebuilding the tune we got it to work. Not sure what I did differently. I followed the tutorial step by step each time.
