EFILive licensing relates to the unique serial number of a given PCM/ECM/TCM controller. So once you've licensed the physical controller you can flash in any tune you like on-going.
As Tordne said, yes. Purchase 1 VIN or PCM license depending on whichever FlashScan device you own and you can flash any compatible tune in without paying extra. Sames goes for Custom OSs.
