PCM Isn't Grounding Fan Relays.

Hello all.

Well I'm at a standstill on why my pcm is not grounding the relays for an e-fan setup I recently installed. It's a series-parallel setup like on the 2005+ silverado.
So far, I've combed through every bit of wire trying to find a loose wire, tested every relay, but everything checks out as far as wiring goes.

I think I have pin 33 and 42 "turned on" but I'm not really sure. Used the DVT to command the fans on and checked to see if the pins are grounding with a multimeter. No such luck. This is what is making me doubt myself. So any thoughts or ideas on what I'm missing?
