E78 ECM Secured with Custom Key

Hey folks, kind of new to the EFI Live. Trying to change VIN on E78 pcm in 2013 chevy cruze. I have a known good used pcm that I'm trying to change the VIN on under the VIN/BCC tab. Getting an error "ECM secured with costom key "LOCKED")

Please advise, I was told the pcm must be flashed by a dealer to change any VIN info. Thanks for your input in advance.

Forgot to mention, I've tried this in the vehicle as well as on the bench. It will accept any tune changes, just not the VIN.
