Minimum Idle Airflow Tables

Can someone explain to me what the minimum idle airflow tables do. They are for all gears and go out to 7000 rpm on the LS7. What does 7000 rpm have to do with idle? And why is there a table for each gear? I'm having surging problems at low speeds with the mild cam I've installed, and I'm told that adjusting these table upwards will cure the surge. Before I make any changes, I would like to have some idea as to what I'm doing with these tables.

The table doubles as both base idle airflow and throttle follower at higher RPM. You run slightly higher airflow minimums at elevated RPM to get a dashpot effect to control coastdown and prevent stalling on decel or declutch events. Automatics sometimes use different airflow targets in high gear to prevent tip-out clunk.

The base values near idle speed need to be calibrated to match whatever stable airflow your engine requires to idle. Keep in mind that several other adders can be applied to this for other things like A/C, temperature, etc. You'll also need to make sure that your AFR control is good before using current actual airflow to solve for your running airflow at idle or coastdown.
