If he did not transfer the licenses to the V2 then if it has no license you can still add them. If it has been transferred then I believe you can no longer add anymore licenses to the V1. Also no idea what you have but the V1 will not work on 2006 or newer canbus interfaces.

If you have a 97/98 LS1 then you can tune it for free though with either a V1 or V2.

No I have a 2003 6.6 lb7. So I guess it may only be good for scanning *nd loging?
If the V1 was used to upgrade to a V2 by the current owner and has no available PCM licenses then it is basically just a Scan Tool to the next owner (on account that no further PCM licenses will be issued to the V1 device).
If it has 1 (ideally 2 for PCM and TCM) then you can tune your vehicle. But the same restriction applies; no more licenses will be issued.
Definitely worth getting more details before purchasing...
