I see where some of the tutorial for HP Tuners are setting the OLFA table to EQ of 1.00 in all cells or maybe all cell over 140F. Along with that they flat line the PE to around 1.15EQ.
Is that method just newer and is there any advantage to it?

That's the method.
Set the open loop commanded fuel to 1.00 (stoich) and PE to whatever is appropriate for your application (NA or FI).
The open loop commanded fuel can have different values in the low ECT areas to avoid lean cold starts.
For cold start use the Lambda value from the WBO2 as a multiplier for the loop commanded fuel table low ECT areas.
This will keep the target AFR @ stoich until the engine warms up.

With all of B3605 set to EQ=1, a filter of GM.EQIVRATIO=1 should take out data in the PE range. Filter with GM.EQUIVRATIO>1 would show PE data only.

In some cases, one of the situations that a person may be wanting to avoid is the transition from OLFA 1.00 EQR to PE 1.15 EQR.
Setting OLFA to 1.00 and PE to 1.15 does make it easy to filter PE or non-PE as you have observed.
But, either way, the EQR transition would coincide with the throttle transition, so the transition itself can be filtered out with the throttle transient filter;
[ you don't really care which of OLFA or PE the EQR comes from, the EQR is orthogonal/irrelevant to airmass ]
and more importantly is to avoid going lean at high load.
