You can right click on the *.exe that you downloaded and select "Extract Files...".
If you extract the files to a folder called: EFILiveV730_314_456_329, then the readme file will be here:
EFILiveV730_314_456_329\EFILive\program files\EFILive\V7\Readme.rtf
Or
After installation, the Readme.txt file is in:
\Program files\EFILive\V7\Readme.rtf
