If I pickup a spare ECM and TCM, can I change the VIN with EFI Live? Don't want to buy another license.

If you purchase a new set of computers, you will have to license them. EFILive's licenses are locked to the serial number of the modules, not the actual VIN number. Put whatever VIN you want in them (which you can do easily in EFILive), but to flash them you will need another license.
