Can i flash the complete data to another E38 pcm with part number 12633238 or will it not work?

If it is a Camaro ECM already you can, it will require a license if you don't have a stream. If the ECM is new, it needs to be initially programmed with GM TIS. If it came out of a truck, it will not work without a special procedure in GM TIS.

12612384 can't be used on a 2010 Camaro, it will have an older OS that can't be updated to what the 2010 model uses.
