Extra Credits

I know that vin credits can only be applied to 50% of a stream, what I'm
wondering is what happens to the remaining credits, do they count toward
the next stream that you buy ??

Or do they disappear into the cracks

Each VIN license essentially has a rebate flag. Once a rebate/discount is taken on a Stream purchase those VINs used to obtain the discount are marked as used. Any unused VINs can be used against a future/subsequent Stream purchase later.

Is it possible to get the VIN credit and the multiple stream discount ??

Yup. The VIN rebate is calculated first, then the multiple Stream discount is added (if applicable).
