Can I change VIN to satisfy vats in daily driver?

Friend has 07 5.3 suburban, won't start, insists its the pcm so he bought a used one from a 07 5.3 truck. Of course it won't run as is but will it run if I change the VIN to his? Is that how VATS works? Before paying for a license to just turn off vats, is this an option? Using the scan tool to change vin, that is... or is there a more economical way of doing this instead of licensing?

You have to change the VIN in the PCM (from the scantool) and you have to do a VATS relink (from the tunetool).

You shouldn't have to disable VATS.
