What's the difference between the EFI live tuning tool, EFI Live scan tool, and flashscan?

In simple terms.
EFI Live tuning tool is for editing the tunes.
EFI Live scan tool is for monitoring live data on the vehicles computer(s).
flashscan is the hardware interface between the vehicle and a laptop/PC.

Can you tune with the flashscan V2 alone, or would I need to also buy the tune tool also?

You buy a FlashScan V2 with the appropriate tuning license (currently, GM or Cummins) and use that to read, flash, standalone log/flash. The software is free, but you can only use it with a FlashScan V1 (legacy, limited vehicle support and wont work for you) or V2 (current, all supported vehicles).

As was said, you need to buy the hardware (V2 or V1)... and the software is free, and is updated regularly.

If you buy directly from EFILive, yes it is shipped from either Australia or New Zealand. If you order from a reseller, then it will be shipped from within the US and no international shipping charge.
