Today I got a $12.xx bill in the mail from UPS for my EfiLive shipment, is this normal when buying in the US direct?

Yes, it is normal, see here:
    http://store.efilive.com/saleShipping.aspx#USA

When you order via our online store, you have to check a box that says you have read and understood the shipping terms and conditions above.

They just called me yesterday and wanted $117

Kind of stupid since I ordered it from someone in the US and they said it was in stock, but drop shipped it instead

Dont live in the UK then, I got stung £92, which is like $180! You get taxed on purchase price, shipping cost, duty and admin fee. Almost cheaper to fly to NZ and buy it.
