Does a full reflash work on a new GM TCM?

I need to purchase a new 2009 TCM such as the 24241890 GM part number to replace a failed TCM. Can a new GM TCM be full reflashed by EFI Live successfully to say a 2009 Corvette tune or do the new TCMs not have a tune on them at all so something like the TECH II (or its replacement) is needed to provide the initial tuning?
