Default E78 will not go into PE mode...

cannot get to activate PE mode when WOT. Supercharged 415 CID w/ 6l90e. 2011 K3500.

Appears to activate upon downshift (accidental) on dyno but will not go in when commanding 4th gear and making a pull

Looks like it's working as per the attached tune. It seems PE mode starts at frame 884, well before the kick down. Check your TP settings for when you think PE should be enabled.

that is what I am saying... the datalog (the one attached) it will go into PE during the downshift, but if you make a solid 4th gear pull the commanded lambda stays at 1.0 irregardless. I did not attach a datalog of that (because nothing is changing). I dont understand why it is trying to command PE while downshifting and not a good WOT pull

ok then, try setting B0157 very low, maybe around 10% and then set B0156 to a value where the the boost is starting to come in.

Because these controller work on "commanded and predicted" torque figures, you have to think around the classic TPS / MAP enablers.
