Default 4l60E Trans Shift VSS Vs Rpm

Hi all, I am new at tuning and have a quick question. What is the difference between the Trans "shift at VSS" parameters and the Trans "shift at RPM"? Will the transmission favor one or the other?

One uses VSS (MPH or km/h) and the other uses RPM...

both have to be met for the shift to be commanded

(i.e. VSS has to reach the VSS shift point, and RPM has to reach the RPM shift point, and only then is the shift commanded ).
