If someone purchases a Scan Only version and decides to add GM tuning, what is the upgrade cost?

Does the upgrade come with a VIN license? If so how many (1 or 2)?
GM Tuning license comes with 2 VIN licenses as well as the ability to tune GM vehicles. The cost is on EFILive's website under Store->Licenses->Tuning Upgrades-> GM Tuning license = $450.
