I have a LMM that surges. The vanes are changing position while driving at steady speeds. Smoke then clean while they are changing. Where should I be looking for this problem? No script used, just single tune.

Torque converter clutch slipping can cause the turbo to do that...
No slip in TCC. It does through acceleration also.
If EGR controls are out of whack it can do that.

Is this tune calibrated to turn EGR off?
They are off.
Try turning the EGR option "on" but then go to settings for EGR operations and make the requirements unreasonable. IE: EGR will not operate until coolant temp reaches 300*.
I'm also curious to know what the problem was with this truck...

my guess is an EGR problem. some engines need a blocker plate and some do not. an EGR blocker might be helpful in your engine.
