The COS's are already present in your V7 software install...

    My Documents\EFILive\V7.5\Bins\Custom OS

That's not how you upgrade to an LS1B COS... (the LS1B COS tutorial does not even say to do that).

i will be attmpting to go from os 0125001 (2000 c5 corvette, stock) to 02020003 cos.

i understand i have to fully flash in os 12212156 and then fully flash in cos 02020003. i read somewhere: "if your 2000 tune is stock, then you would flash in a stock 2002 tune ... . so now that i know where to find the cos, the question is:

where will that os 12212156 or the stock 2002 tune come from?

Start with TuneFileDepot.com, there should be a 2002 Corvette base there you can start with. You will need to copy some values from your 2000 tune to the 2002 one as GM made some minor changes (Im not that familiar with that era of Vette unfortunately), then you can full flash the 2002 stock OS. Read it back out, then full flash the COS that is compatible with that year/model/OS. Now you can cal-flash the stock calibration in then read out the COS+2002 stock calibration to use as your base tune. Im paraphrasing the LS1 COS tutorial, if there is conflicting answers then refer to that guide instead.
