I have a customers P59 PCM here and he wants me to tune it but it has been locked by the previous tuner with HPtuners, Is there a way to flash a stock tune on it with Efilive?

You might be able to use GM SPS and flash it. Unless you know the key and enter it to unlock the bootloader, you will not be able to flash it with EFILive (or any other tuning software).
