Default timing at wot while stopped

I am trying to spool my turbos while foot braking and it seems like the pcm is pulling timing on its own. i have the base spark in gear and high octane table set at about 30 degrees where it needs to be, 2000 rpm and .52-.60 g/cyl and if i ease into the throttle the timing stays high but as soon as i exceed about 30% tps timing starts ramping down to about 12 degrees.
i have looked all through the tune and cant find anything that would cause this.
    os is COS5 02020005

i have set abuse management upper rpm to 5000 and speed threshold to 1.
i disabled axle torque limiting and set max allowed engine torque to 867

does anyone know how to force more timing in this situation?

That was one of the tables that was changed to make it work, so it very well could have been my problem.
