Default Fuel Rail PSI Surging and Oscillating

hey all..im working on a file and i started messing with the base duty cycle table and now i am dealing with surging and oscillating and trying to understand what it is im doing wrong...theres also a point around 1800rpm which is one of my axis on the table that the fuel pressure cuts out and comes back in...as in theres not a smooth transition from one cell on the table to another.
being that i have dual cp3's with their own controller, is this something i need to take into consideration with how i go about tuning it?..
i feel like ive hit a wall and i dont know which way to turn with it.

the other question i have is, on the data log which is the right data to look at to know what the FCA is doing, because commanded and actual do not reflect the base duty cycle table at all..so im hoping someone here can shed some light on the matter

i attached the file..hoping someone here can shed some light on the matter

After about 20 revisions. I figured it out.... had to raise the mA on the conversion table....works like a charm now...now it's time to dial it In properly
