The percentage is relative to velocity. The higher the percentage, the faster the velocity for spool-up to a point. 100% is almost blocking flow completely. This is where GM is commanding LLY/LBZ turbo's for exhaust brake feature on 06 medium duty trucks. 0% is almost no boost at all, or fully open. Hope this helps out some.
