Its easy -- go into the admincp ... Click on Smilies ... Add smilies
I think it is a permissions problem. I just need to get the guys with permission to change permissions to change the permissions on that folder, if you know what I mean.

Definitely a permissions problem, I just tried again and got this error:
Warning: fopen(images/smilies/fluffy.gif): failed to open stream: Permission denied in ....
I've sent off a request to have it fixed.
