Default Can v1 commercial version fully program a new pcm?

Meaning, if I got a blank pcm, could my commercial v1 cable that can do os and calibration uploading, make this pcm usable? I have found that the tunercats product can, but I'm not sure if moret han just an os/cal upload is needed. This would be to put a newer pcm into my 98 vortec350 sierra so I can use my efilive there along with in my car. What others have been doing is using the files that would use to flash a pcm for a 01-02 express van which came with a 350vortec and 4l60e, and change the vin to match the current vehicle. If that would work, would it also work to use a pcm out of a wrecked car and overwrite that pcm's contents?
