the log file that is on my first post shows that its hitting 99.6 ( BTW all of the pulls that we are doing is on a dyno dynamics with a wide band)But i can try it anyway
set your {B3616} to this
Normal PE Mode Enable (TPS %)
RPM Value
0 44.000000
400 44.000000
800 44.000000
1200 44.000000
1600 44.000000
2000 44.000000
2400 44.000000
2800 44.000000
3200 5.000000
3600 5.000000
4000 5.000000
4400 1.000000
4800 1.000000
5200 1.000000
5600 1.000000
6000 1.000000
6400 1.000000
6800 1.000000
7200 1.000000
and this
PE Delay RPM Bypass (RPM)
{B3610} PE Delay RPM Bypass 1000 RPM
it may seem overly aggressive but
i see you are FI so IMO it is not.
also i did not see WB02 data.

Tried it...did not work...any other thoughts??......
in the data log its still commanding 14.63.....when we did a pull on it stock the commaned A/F was what the PE table said it was...when we do a pull the A/F stays 14.1 to 14.3
are you in open loop?
because the open loop values are 14.63 almost across the board.
that would be a reason your commanded is 14.63
maybe you need more fuel in the VE table?
do you know your actual AFR?
