Default why 1>2 shift happens at higher rpm than 2>3 shift?

After doing some datalogging, I see that my 1>2 shift point happens at a higher rpm than my 2>3 at WOT, though both are set to shift at 5200 @ WOT.

My log shows the 1>2 at WOT occurred at 5981 rpm @ 53 mph and 2>3 at WOT occurred at 5245 rpm @ 76 mph.

I attached my tune and an excel sheet with my shift parameters so you can see them all at the same time.

    Any thoughts?
