Default Scan tool match tune tool?

I just happened on this and I am confused

I was logging in the scan tool doing the Auto VE, b0101 Main VE Table-PLX Wideband BEN (average) which I believe is RPM vs MAP in KPA.
When I opened the tuning tool while at idle the scan tool was was logging MAP at the 50-60 range @ 800-1200 RPM. The tuning tool was showing MAP at 15-20 range @ 800-1200 RPM.
That seems wrong Like it is logging in the wrong area so when I paste the scan tool log to the VE table it would be wrong? I have been doing the VE over and over and it seems like it is not getting closer......

In scantool, on PIDs tab, set MAP to Metric; on Data tab, verify MAP says kPa.

In tunetool, Edit->Configure Display Units, and for any table that uses MAP, set the MAP units to Metric (it will now show kPa).

Exit tunetool, reopen tunetool, verify that highlighted cell has same value of MAP as the cursor position in the scantool.
