tuning carb intake and elbow

I tuned a ls1 with a carb intake, elbow and 90tb the other day. Everything was normal except the timing. It would only go to .52 and stop. I have never seen a car use so little of the timing table. Is it because of where the map sensor was installed? It was right under the elbow in the side of the intake. Anyone else tuned these before or is that normal?
