I believe only 98+99 (OBS) black box Vortec's are supported...but not 100% sure. Also must have V2.

nope, I believe V2 supports 98+ but no love for the earlier L31's. he can swap to a 12200411 PCM like I did and use efilive though. the swap only costs around $100-$150, and is pretty simple if he's able to splice a couple wires, and move some pins around.
if he doesn't want to do that, I believe the only programs that have support for the '96-97's are tunercats II (which is hard to find because they sold their rights to Jet), and Jet DST (which from what I've heard, offers no support, no software updates, and is not very user friendly.).

Short answer is NO (in stock form).
Spend 100-150 like Aloicious said and have him do a 0411 PCM swap. Then he'll be good to go with everything the LS1s get like the COSs.
