Is the MAP sensor capped? The highest value I've seen in my logs appears to be exactly 37psi (about 23psi boost), but I know I've seen higher than 23# on my boost gauge, which I think reads a few PSI low, and the boost tables call for as much as 44.

Replace your MAP sensor. Let me know if you need one.
The LLY uses the same LB7 sensing platform to now regulate boost. Soot has rendered many of these in error.
Your observation with the gauge illustrates the LLY heat thermal feedback issue also.
When you log data, are your vane maximums being attained? I am describing false underboost readings leading to turbo overspeed and overboost.
