Default I am getting no power to crank position Green B+ wire???????

My ls1 in my 71 chevelle does not run! :bang: I am not getting a crank signal.

I tested wire #2 coming out of the pcm blue harness (LT GREEN, CRANK POSITION SENSOR B+ SUPPLY)

It has no power. I tested my 2004 6.0 chevey truck green wire at the sensor and it has constant power with key on or off.

What could make this terminal on the pcm not have power for the sensor? Some kind of theft shutoff program? I turned of the vtd on the pcm( or so I thought) ANything else I have to do??

I checked ALL switched and constant positive and ground wires running to the pcm and they are all getting power or are grounded correctly.

Why is this wire not getting power?
