Default WOT then can't get RPMs

hi it seems that when i use wot it will not go past 3500 and if i kick down say from 4th to 3rd (at 100km) it will jump to 4000 but it tries to jump back to 3500 max by surging hard and blowing black(too rich) but if i don't use wot i can get the rpms to 4000 (need more rome to climb any more) and then it seems to knock (too lean)

is there somthing to do with WOT

If you post up your current tune someone will be able to help you. A log file which shows the issue would also help.

i know that it is not a belt problem cause i was able to get a smaller one on with the help of a bent body clip remover tool and no slip marks on the painted part but still can't get past 4000 or a bad surge but if i decrease throttle to say 75% then it cleans up
    can't figure it out!!!
here is a tune i am using

    - Connect FlashScan,
    - Start scantool and press connect button (green button at upper left),
    - Enter VIN/OS and Controller (File menu),
    - Validate pids (button at left of 2nd toolbar),
    - Select the pids you want to log (PIDs tab, keep channel count < 25),
    - Start recording (red button at bottom center),
    - When finished logging, stop recording (blue button, bottom center),
    - Save log, specify a filename.
