What is the purpose of table B5910? ('98 Trans Am)

I'm tired of having to wait until my engine is warmed up to temp before the car is able to get out of its own way. It's a street car. I cringe when a light turns green and my engine is still cold. If this table is emissions related (I suppose a reduction in spark timing will warm up the cats quicker??) then I'll zero it out. But I've kept it relatively the same as stock in case it's meant to keep cylinder pressures lower while the engine is cold and the metals are still expanding.

Those are my theories. Just wondering if anyone knows of a better reason to decrease timing like that.
