Default Ls1 conversion no o2 sensor activity

    Hi Gang,
I am trying to finish of a LS1 conversion, and cannot for the life of me get the 02 sensors to work,
i have been through the conversion harness several times and everything seems correct to the O2 sensor.
the o2 heaters work but the scantool shows .445 volts on both sensors, even unplugged, the sensors are new i have even plugged old sensors in with the same result. it wont throw any o2 codes which is also wierd.
i have swapped the signal and grounds of the sensors as well but still not registering.
If someone has 2 seconds to look at the attached tune to check im not going insane would be good,
my next thought is to try another ecu see if i get the same result.
im hoping someone has had the same issue with a conversion harness before, but i am struggling to see its the harness.
the sensors are square plug 12578459 . is there anything in the background that defaults both sensors without them actually logging a fault?
