Default steady state lean then rich all when commanded same afr

weird issue that ive never come across, drive the car steady state 40 mph the commanded afr is 14.63 inj pw is 3.6ms then with no change to throttle position or load or rpm it drops to 2 ms, loaded a factory tis flash into the pcm and it does the same thing, attached is a base tune with it set to maf to get the maf dialed in, then just a factory tis flash to try,

    anyone ever see this

does it with the factory flash also

Your LTFT's are cycling to 25%... looks like you have an airleak common to both banks, i.e. the at intake manifold or after the MAF.
