2018+ cummins help new to efilive

Hey new to efilive and need some help. Long story short I work for a local government (county fleet mechanic) we are running into aftertreament issues with out ambulances and have looked into laws and regulations and as it being first responders and emergency vehicles they are emissions exempt and can legally be deleted. After doing research they are trying to keep cost low and with my background on hptuners they asked me to look into it. I know it's a controversial issue on deletes but it's our only option we had one go to full limp mode from ash level being too high and not doing a regen 3 hours away from us on a call full exhaust system and egr were taken off and sent out to be cleaned 2 weeks prior can someone help me out on just giving the basics and help me get the stock files for them. In no way are we wanting to add power just eliminate the aftertreatment.

I did find the bin and header files for one but I can figure out how to do the bin mapping if someone can help on that part at least again I do understand some people want to avoid anything on this because it is emissions and also emergency vehicle related but I can't find much for guides on the efilive software or any training at all if there's anyone that knows of any please let me know too
