Scale tps ?

Is there a way to scale an after market tps ? The sensor is reading 0.0% with closed throttle but only reads 14.9% at 100% throttle blade angle, if you rotate the throttle well beyond 90deg it will read 100%, i believe its a Hall effect sensor if that makes any difference, I’ve just added a picture of the sensor we are trying to use

Is it a 12v reference instead of 5v?

It goes from .1v too .6v with the scanner with full motion of the throttle, do you mean does it have 12v or 5v at the sensor?
I will have to go check that later today
